RUSSIAN railway settlements in Manchuria.

Peking, May 28, 1909.

The question of the administration of the railway settlements was the subject of a preliminary agreement between China and Russia, which was signed here on the 10th instant. Copies of this agreement, as also copies of notes exchanged at the time, have been sent to you via Siberia in despatch No. 190 of the 23rd instant.

The treaty rights of other Powers are fully recognised in the notes exchanged, though they would appear to be somewhat infringed in the agreement itself.
